Beaverton police have identified a boy with a distinctive face tattoo as a suspect in a string of armed robberies Tuesday in North Portland’s Overlook Neighborhood. The Portland Police Bureau identified a suspect as 18-year-old Luis Daniel Santiago around 5:30 p.m. On Tuesday, police in Portland received reports of multiple armed robberies occurring “in quick succession” near North Interstate Avenue.

Suspect Santiago assaulted several people during one of these robberies, leaving one hospitalized. In still another, Santiago reportedly discharged his weapon several times. However, no one was shot during the incident.

Residents of the area were asked to stay indoors at the time of the incident, and the Police Bureau’s Special Emergency Response Team and Crisis Negotiation Team were dispatched to track down and apprehend the perpetrator. After a manhunt involving the SERT, CNT, K9 Unit, and other special units, Santiago was captured and booked into the Multnomah County Detention Center.

He was wanted in four different robberies. The four charges against him include two counts of first-degree burglary and two counts of second-degree assault. The teenage boy, Santiago, is reportedly about 5 feet 3 inches tall and 200 pounds. And he has “the beginnings of a mustache,” brown eyes, and medium-length black hair. A tattoo inscribed “B—– ANT S—” can also be seen.

Available court documents show that, despite his age, Santiago has a record of arrests for drug-related incidents and armed robbery incidents.

On March 22, near Southwest 4th Avenue, police said Santiago had sold cocaine to several customers. According to reports, he told police, “I have fentanyl,” who was later searched and fentanyl was recovered.

According to court filings, Santiago had $616 in cash, two Ziploc bags containing a white powdery substance, and one Ziploc bag containing marijuana. At first, he told police he was only providing fentanyl to sick friends, not selling it. He told police he only sold drugs “twice a day” and had to “…buy Plan B for his girl” after they learned an officer had witnessed the transaction. He needed money urgently.

Six days later, on March 28, police in Portland were again monitoring the area around Southwest 4th and Washington, where a notorious open-air drug market is located. The documents said authorities booked Santiago because he sold cocaine to multiple customers.

Santiago, 18, was taken into custody by police with $70, three packets of fentanyl, and ten grams of what was later determined to be psilocybin mushroom. The cop said it was the third time he had made an arrest at that location associated with Santiago.

This time, investigators say Santiago justified his drug dealing by saying he was unemployed. And he needed money to buy a new phone. Santiago reportedly informed officers during his second jail booking that he went to Merlo High School and was from Beaverton. But he dropped out in 2021 and won’t be enrolled this year, according to the Beaverton School District.
After he failed to appear in court for his arrest hearings on May 4 and 10, two warrants were issued, court documents show. The robbery took place on 13 June.
