DHS reports that on or around November 29, 2022, 7-year-old foster kid Isabella Sebastian-Villalobes disappeared from Portland. According to the authorities, Isabella may be with her mom and dad, Betty Villalobos Reyes, and Andres Sebastian Francisco.
Family members who contacted detectives said nobody had heard from or seen either Isabella or her parents since October. The family also includes some Mexican relatives and maybe others in Alabama and Tennessee.
