Portland police have arrested a 58-year-old man on suspicion of shooting another man twice on Friday night (23 June) in the Cully neighborhood in Northeast Portland.
According to court documents, Andrew McNulty was lodged in the Multnomah County Detention Center on suspicion of attempted second-degree murder, first-degree assault, and unlawful use of a weapon. According to a probable cause affidavit, the victim is in critical condition at Legacy Emanuel Medical Center and it is unknown whether he will survive.
At 5:41 p.m., a witness to the gunshot in the restaurant’s parking lot called 911, according to police. The restaurant is located at Fremont Street and Northeast 49th Avenue. Officers administered first aid to the victim before the arrival of paramedics.

According to the affidavit, a man pushing a child’s carriage on Fremont Street reported seeing a man “stumbling” north across the street and approaching McNulty while gesturing as if to ask for something.
The witness stated that he saw McNulty lift his shirt to reveal a gun in his waistband to the other individual. The affidavit states that when the two men were approximately three feet apart, the witness saw McNulty fire twice at the other man.
According to the affidavit, McNulty walked west on Fremont Street and perched at an outdoor table. The surveillance footage analyzed by the police appears to show the victim walking toward McNulty. The victim does not appear to be carrying any weapons in the video, according to the affidavit.
