A pedestrian killed on Southeast Tualatin Valley Highway (TV Highway) on Sept. 19 and another left with life-threatening injuries five days earlier are among 12 crashes in Hillsboro Public Works’ newest crash memo. The memo, which covers Sept. 9 to Oct. 13, goes to the city’s Transportation Committee on Tuesday, Oct. 27, and says the fatal hit-and-run “remains under investigation.”
Filed in the Oct. 27 committee packet, the memo is a selection, not a full crash count. Staff write up only crashes “within Hillsboro city limits” with serious or fatal injuries, or with a pedestrian or bicycle involved. Even so, the list includes three motorcycle crashes, which those criteria do not mention.
Twelve crashes, sorted by who was hurt
We sorted the 12 entries by the road user each one names and the injury each describes.
| Road user | Entries | Fatal | Life-threatening | Injury not graded | Minor | None |
|---|---|---|---|---|---|---|
| Pedestrian | 5 | 1 | 1 | 1 | 2 | 0 |
| Bicycle or e-bike | 4 | 0 | 0 | 0 | 3 | 1 |
| Motorcycle or e-motorcycle | 3 | 0 | 0 | 0 | 2 | 1 |
| All entries | 12 | 1 | 1 | 1 | 7 | 2 |
Our count from the Sept. 9–Oct. 13 memo, each crash counted once. Bicycles include two e-bikes; motorcycles include one electric model. “Injury not graded” is a pedestrian suspected of having a broken hip.
Only one entry reports a citation. Ten say no citations were issued or noted, and the Sept. 19 entry, where the driver has not been identified, does not mention one. Eleven of the 12 end with one line: “Staff did not visit the crash site.” The last entry is dated Sept. 30, though the memo’s title runs through Oct. 13.
The late-night crash near SE Cypress
The fatal crash happened around 11:40 p.m. at TV Highway and SE Cypress Street. The pedestrian was found in the westbound lanes near the crosswalk on the west side of the intersection. The investigating officer believed the person had been crossing from south to north, the memo says.
No witnesses interviewed reported seeing the collision, and no suspect vehicle was there when officers arrived. Investigators collected vehicle debris, “including wheel-hub and trim components,” as evidence. The Washington County Crash Analysis Reconstruction Team helped investigate, and officers sought surveillance video from a nearby business.
An Oct. 6 Hillsboro Police release seeking the public’s help describes the death as under investigation “as a possible hit-and-run” and puts the time at about 11:38 p.m. Video shows a white sedan passing the pedestrian while a silver pickup turned right from SE Minter Bridge Road onto eastbound TV Highway, appeared to stop for a few moments and continued east, the release says.
Police want to identify the owners and drivers of both vehicles, who they believe “may have information about what happened.” Anyone who recognizes either vehicle, or was in the area that night, is asked to call 503-629-0111 and reference case 26-17945. The release does not say whether either vehicle struck the pedestrian. The department’s FlashAlert page showed no later release as of Oct. 25.
Five days earlier, near SE 67th
The other TV Highway pedestrian crash happened around 1:24 p.m. Sept. 14 near SE 67th Avenue. A driver leaving the Fred Meyer shopping complex stopped at a stop sign to turn west, reported looking left, but “likely did not look to the right” before starting the turn at about 5 mph, according to the memo.
The pedestrian was crossing from south to north outside a marked crosswalk and was nearing the north side of the highway when struck. The driver was cited for Failure to Obey a Traffic Control Device “for failing to yield before proceeding from the stop sign,” and officers noted no signs of impairment or reckless driving. A citation is an accusation, and the memo does not say how it was resolved.
Other crossings on the list
TV Highway appears a third time. On Sept. 21, a bicyclist riding east in the westbound bike lane, against traffic, was hurt in a collision with a driver turning out of a car dealership driveway near SE 40th Avenue.
Two more pedestrian crashes round out the list. On Sept. 18, a driver turning onto a one-way street at SE Baseline Street and SE 7th Avenue struck a cart a pedestrian was pulling in a marked crosswalk with a walk signal. The pedestrian fell and went to the hospital by ambulance. On Sept. 10, near SE 2nd Avenue and SE Washington Street, a pickup driver standing in the road reported being partly struck by another vehicle that drove away unidentified.
The memo cites the city’s Transportation Safety Action Plan goal: “Zero serious injury and fatality crashes by 2035.” We covered the three earlier memos, from June to September, on Oct. 22.
Speaking at the Oct. 27 meeting
The committee meets at 5:30 p.m. Tuesday, Oct. 27, in the Civic Center Auditorium and on Zoom: meeting ID 856 7291 0089, passcode 638238, or by phone at 1-669-900-6833. The crash memo is for information only.
The agenda also lists a TV Highway Transit and Safety Project update from staff member Gregg Snyder, with no slides in the packet. That is TriMet’s bus project, whose possible cost cuts we reported Oct. 21.
Comments are limited to three minutes; in-person speakers fill out a yellow card at the back of the room. To speak online, register with Public Works before 3 p.m. on Oct. 27 by emailing [email protected] or calling 503-681-6146.
