Police say a man attempted to abduct a young child at a Milwaukie Fourth of July fireworks display. According to the Milwaukie Police Department, officers were dispatched to Milwaukie Bay Park on Southeast Mcloughlin Boulevard at 10:20 p.m. after receiving reports that a man had attempted to abduct a child from his parent.
Officers discovered that a 3-year-old boy was sitting on his father’s lap across the river while viewing fireworks with his family. During the performance, a stranger, later identified as 29-year-old Michael Carrillo, reportedly approached the family and attempted to abduct the toddler from his family. His father was required to drag him away from Carrillo.

Carrillo was found nearby by police and described as a transient. Witnesses and the boy’s family allege that Carrillo acted “strangely” in the area, was ordered to leave, returned, and then abducted the boy. Carillo told police he attempted to abduct the infant because he “believed the child was having a medical emergency.”

As police attempted to arrest Carrillo, he struck an officer. Carrillo was arrested for Attempted Kidnapping II, Harassment, and Assault on a Public Safety Officer and taken to the Clackamas County Jail.
