Mayor Ted Wheeler Criminalise Drug Use

Ted Wheeler, mayor of Portland, is drafting legislation that would criminalize the use of opioids like heroin and morphine in public and set stiff penalties for violators. Measure 110, which would make it legal to possess small amounts of hard narcotics, will go into effect in 2020, leading to an upsurge in drug use on the city’s streets.

Drug use in public areas has increased since the law’s passage since criminal penalties have been replaced with a $100 fine, much to the dismay of downtown business owners and landlords.

Although Cody Bowman, the mayor’s spokeswoman, has stated that the idea is being researched, it remains unclear how the mayor plans to police this proposed legislation within the confines of existing law. While Bowman would not go into detail, he said further information would be provided by mid-next week.

People in the know say Mayor Wheeler has started sharing his intentions with various stakeholders. To explain the feasibility of this project, the authors of this piece have reached out to the Portland Police Bureau and the Multnomah County District Attorney’s Office. We’ll post an update as soon as we hear back from them.

After the Portland City Council enacted an ordinance making it unlawful to camp in a tent anywhere in the city between 8 a.m. and 8 p.m., Mayor Wheeler proposed a similar ban on providing shelter to those in need.

There is little doubt that Portland municipal authorities are looking for solutions to the various issues that plague the city’s streets and neighbourhoods.

It will be interesting to see how Mayor Wheeler’s prohibition on public drug usage is received and implemented in light of this new information.

Residents, business owners, and landlords are all waiting to hear more about this new scheme. There will be a more in-depth discussion of enforcement mechanisms and their potential impact on the city’s drug problems.
