The shooting happened near Southeast 128th Avenue and Southeast Foster Road in Portland, Oregon. On February 20, 2022, at 10:35 p.m., Duop went home from the store with her husband and two kids.
Police say that the family was less than a block from their apartment when a stolen white SUV pulled up and several people started shooting at their car.

“They pulled up to them and just unloaded,” said Kieran Ramsey, the FBI agent in charge of Oregon. “There were more than one shooter and more than one gun here.”
Duop died where he was. Her husband had a bullet go through his throat. A bullet hit their 5-year-old son in the arm. And their one-year-old was hit in the leg by a bullet.
Ramsey said “an innocent family” was “simply in the wrong place at the wrong time.”
“We know that there are people out there who know who did this,” Ramsey said. “Everyone in the community needs to be shocked by something like this. And that’s not something we can let happen here.”
Last year, there were 101 murders in Portland. That was a high because of this. Local and federal police have put more people on the killings in the city.
According to the Portland Police Bureau, there were less shootings in the first three months of 2023 than in the same time last year. From January to March of last year, 392 people were shot. This year, 268 people were shot. Still, that’s a lot more than in 2019 and 2020.
Ramsey asked anyone who knew about Duop’s d*ath to call the police at 503-224-4181.
