On Tuesday(April 18), the Oregon House approved House Bill 2680 by a vote of 38 to 20. This bill would have landlords reimburse tenants for unutilized background check expenses.
The legislation, introduced by Representative Nancy Nathanson (D-Eugene), strengthens current safeguards for tenants. One includes providing a receipt from the agency when a tenant screening has been completed or providing a refund if the screening was not performed.
Tenants will also be entitled to refund any unused portion of their background check charge if the landlord fails to inform them of this entitlement.

“This will help people who are hard-pressed to come up with deposits and multiple fees,” Representative Nathanson remarked. “People should be treated fairly, and this makes sure we can remove barriers that will make Oregonians’ lives a lot easier.” The Oregon State Senate will now review the measure.
