New Mortgage Aid Programs: There will be no more enrollment in the Oregon Housing Authority’s homeowner assistance program.
The Housing and Community Services division will be taking a break beginning at 11 a.m. on Wednesday so that they can catch up on pending applications, perform necessary system maintenance, and tally up the amount of federal funding available to individual homeowners.
Mortgage-defaulting Oregonians receive aid through this program.

Homeowner Assistance Programs’ assistant director Ryan Vanden Brink made the following statement: “The program has assisted the most at-risk homeowners, keeping families in their homes.”
If you are a homeowner and are having trouble keeping up with your mortgage payments, it is imperative that you seek assistance as soon as possible from a state-approved homeownership center.
The current average reward, as reported by the government, is $24,283.
The application process can take up to 120 days, and then there’s the time it takes to negotiate payments. Beginning with a pilot program in November 2021, which served only a handful of homeowners at risk of losing their homes, the initiative has since expanded to help a much larger number of people.
The state hopes to start accepting new applications in the first few months of 2023, according to agency spokeswoman Delia Hernández.
Hernández wrote in an email that the state needs time to review applications and estimate how much money is available in the program before it can begin calculating payouts.
She said the government should wait to approve applications from homeowners until it knows it has the money to help them.
The state department keeps pushing for more applications from qualified citizens. During this time, qualified housing counselors will be available to provide free advice and guidance to homeowners who are behind on mortgage payments or at risk of missing a payment.

Nothing currently running will be interrupted by the pause. Applications that have already been started will be processed, and those who have started them will be given time to complete them.
One group will be allowed to apply during this time: housing counselors who are working on behalf of homeowners who are facing judicial action or foreclosure.
Applicants who have a scheduled foreclosure sale date must provide proof of that date.

Separately, state data show that the state maintained an emergency rental assistance program throughout the pandemic, which ended in August, and had paid out approximately $426 million in rental and utility assistance as of September 1. The Environmental Protection Agency (EPA) has also put the project on hold for the time being.
Oregon’s Secretary of State officials announced in February that they would be auditing the program in response to criticism leveled after the break.
The audit plan stated that there were technical issues with the rental assistance software, and there were “challenges” with public outreach.

Ben Morris, a spokesman for the Secretary of State’s Office, said that the audit has begun and will be finished in the second quarter of 2019.
Afterward, the state implemented the Oregon Eviction Diversion and Prevention Program to help people in that state who were threatened with eviction by providing them with rental assistance and other services related to eviction and housing, such as case management, mediation, and legal aid.
