Instant Check System For Firearms: The Oregon State Police (OSP) is cognizant of the fact that members of the public have a great deal of curiosity about Ballot Measure 114. The office of the Oregon Secretary of State has informed the Oregon State Police that the implementation of Ballot Measure 114 will begin at midnight on December 8, 2022.

An employee of the OSP is required to go through the remaining transactions in order to figure out what went wrong with the individual that caused them to be removed from the automated process. The application may be approved after a manual correction is made, if necessary, depending on the circumstances.

When submitting an application for the purchase or transfer of firearms, there are a few key points to keep in mind that could keep you from being included in the automated process:

If you have ever been arrested or found guilty of a crime in Oregon or any other state, you will not be permitted to enter the country.
If the information that you have listed on the federal ATF Form 4473 Potential Fix is either incomplete or incorrect, you should check it twice to ensure that it is accurate.
If the address that is listed on the federal ATF Form 4473 does not match the address that is listed on your DMV registration, you should update your personal address with the DMV.
This unit has been working through these exceptionally high volumes of firearms requests, and they will continue to be processed as quickly as humanly possible.

The hours of operation for the FICS unit are specified in the Oregon Revised Statute (ORS), and retail hours are the primary factor in determining those hours. The Federal Investigative and Clearing Service (FICS) is open and will perform background checks between the hours of 8:00 a.m. and 10:00 p.m., seven days a week, 363 days a year, with the exception of Thanksgiving Day and Christmas Day.
